Which propolis is best

I'm looking to purchase propolis as I have been diagnosed with osteoarthrosis and have begun feeling a tightness in my hands.
I'd like to know if buying the capsules is as good as buying the tincture. If I buy the tincture which one is the one that is not made with water?
