Black sticky residue floating on top of water

When I put few drops of propolis tincture to a glass of watter some dark brown (almost black) very sticky residue forms on the surface of the watter.
Is it a propolis?
The watter in the glass turn coffee color.
Angela's Comments:
Yes it is and this is the actual propolis. It is very resinous by nature. It doesn't mix well in water.
